It's not forbidden to kill someone, or not as far I know(at the game,I mean).
But it's forbidden to flame someone, yes the rules don't say that, but it's a rule on the whole Internet(and planet).
So when you want to get him banned, you can't ban him at this site because the rules, but you can get a Laywer and sue him for cyberbullying.
About the spam, happends what the server info says, can't remember anymore.

And Rpg means 2 thinks
1 = REAL ROLE-PLAYING GAME
2 = Some game type like (Gta , Assassins creed , World of Warcraft )

The Frekillings rules are allowed to player to free kills in the server. it isn't any wrong about to free kills. Hitsugaya has always wrote the Playings-rules in the server 4# if you click on F1 you can read it.
